What are Canada's Provincial Nominee Programs?

The Provincial Nominee Programs (PNP) allow Canadian provinces and territories to nominate skilled workers, graduates, and entrepreneurs for permanent residence. Each province sets its own streams, eligibility rules, and — where applicable — points-based ranking systems such as Expression of Interest (EOI) pools or registration scores.

Except for Quebec (which operates its own immigration system), PNPs are a major pathway to Canadian PR. For candidates in the federal Express Entry pool, an enhanced provincial nomination typically adds 600 CRS points, which usually leads to an Invitation to Apply (ITA) at the next federal draw.

How does this PNP calculator work?

Unlike our province-specific tools, this calculator does not replace official OINP EOI or BC SIRS point grids. Instead, it assesses pathway readiness across six regions using common eligibility factors: Express Entry status, CRS score, education, language (CLB), NOC TEER, occupation sector, Canadian and foreign work experience, provincial job offers, and ties to each province.

You receive a ranked match score per region, suggested streams, gaps to address, a Saskatchewan (SINP) points estimate where relevant, and a federal strategy summary (including projected CRS after a +600 nomination). How to choose the right PNP stream

Selecting a province and stream depends on your full profile, not CRS alone:

  • Occupation and NOC TEER: Most skilled-worker PNPs require TEER 0–3. Use the NOC Finder to confirm your code before applying.
  • CRS score: Below ~450, an enhanced nomination is often the fastest federal route. Calculate your score with the CRS Calculator.
  • Job offer: Critical for BC SIRS, many OINP employer streams, and the Atlantic Immigration Program.
  • Provincial ties: Study, work, family, or current residence — especially important for Manitoba (MPNP) and Saskatchewan (SINP).

PNP nomination vs. CRS score

Your CRS score ranks you in the federal Express Entry pool nationwide. Each province uses its own criteria for EOI, SIRS, or direct applications. A provincial nomination does not replace CRS for enhanced streams — it transforms it: current CRS + 600 = new ranking, which is why PNPs are widely used when federal cut-offs exceed a candidate's core score.
