Canada’s immigration landscape continues to evolve in 2026. The federal government has introduced several significant policy changes affecting Express Entry, PNP programs, and overall immigration targets. Here’s a comprehensive overview.

Express Entry: Category-Based Draws Continue

Category-based draws, introduced in 2023, have become a permanent feature of Express Entry. IRCC regularly holds targeted draws for:

  • Healthcare occupations (nurses, doctors, healthcare aides)
  • STEM occupations (software engineers, data scientists, IT professionals)
  • Trades occupations (electricians, plumbers, carpenters)
  • Transport occupations (truck drivers, transport supervisors)
  • Agriculture and agri-food
  • French language proficiency

These targeted draws have lower minimum CRS scores than all-programs draws, giving candidates in these categories a significant advantage.

Revised Immigration Levels Plan

The Government of Canada announced a recalibrated immigration targets in response to housing and infrastructure pressures. The 2026 levels plan prioritizes economic immigrants with in-demand skills over previous targets for temporary resident transitions.

NOC Reclassification Updates

IRCC has continued refining the National Occupational Classification (NOC) TEER system. Some occupations have been reclassified between TEER levels, affecting eligibility for certain immigration streams. Always verify your NOC code using the latest version of the NOC system.

PNP Program Expansions

Several provinces have expanded their PNP programs in 2026, including:

  • Ontario (OINP) increased its nomination allocation
  • British Columbia introduced new tech-focused draws
  • Alberta expanded its AINP with new employer-driven streams

What This Means for Your Application

If you are in the Express Entry pool, check whether your occupation falls under any category-based draws. Candidates in healthcare, STEM, and trades who might otherwise wait years for an all-programs ITA may receive an invitation much sooner through a category draw.
