When planning your immigration to Canada, one of the biggest decisions you’ll make is choosing between Express Entry and a Provincial Nominee Program (PNP). Both lead to Canadian permanent residence, but they work differently and suit different profiles.
What is Express Entry?
Express Entry is the federal government’s online system for managing applications for three economic immigration programs:
- Federal Skilled Worker Program (FSWP) — for skilled workers outside Canada
- Canadian Experience Class (CEC) — for skilled workers already in Canada
- Federal Skilled Trades Program (FSTP) — for skilled tradespeople
Candidates create an online profile and are ranked by their CRS score. The highest-ranking candidates receive Invitations to Apply (ITAs) in regular draws. Processing typically takes 6 months after receiving an ITA.
What is a PNP?
Canada’s 13 provinces and territories each run their own Provincial Nominee Programs. Each province targets immigrants who will contribute to their specific economy. A provincial nomination through an Express Entry-linked stream adds 600 CRS points, virtually guaranteeing an ITA.

Who Should Choose Express Entry?
- Candidates with a CRS score above 480–490
- Those with strong language scores and Canadian work experience
- People who want to settle anywhere in Canada
- Candidates in targeted occupation categories (healthcare, STEM, trades)
Who Should Choose PNP?
- Candidates with a lower CRS score (below 450)
- People with a job offer in a specific province
- Those who want to settle in a specific province for personal reasons
- International graduates of Canadian institutions
The Best Strategy: Both
The smartest approach is usually to pursue both simultaneously. Create an Express Entry profile AND register in your target province’s EOI system. A provincial nomination adds 600 CRS points, so if you get nominated while in the Express Entry pool, you will almost certainly get an ITA.
